PPO Insurance Requirements
California law requires every licensed Private Patrol Operator (PPO) to maintain general liability insurance with at least $1,000,000 in coverage per occurrence. This insurance is required to obtain, renew, and maintain a PPO license.
A Certificate of Liability Insurance must be provided to the Bureau of Security and Investigative Services (BSIS):
- When applying for a new PPO license
- Each time the insurance policy is renewed
- Whenever you change insurance carriers
- Whenever requested by BSIS
Certificates should be submitted electronically by your insurance company or broker whenever possible. If mailing, send to:

The Certificate of Liability Insurance must include:
- The legal name of the PPO company (matching the BSIS license)
- PPO license number (not required for initial applicants)
- Insurance policy number
- Policy effective and expiration dates
- Minimum coverage of $1,000,000 per occurrence
- The Bureau of Security and Investigative Services listed as the Certificate Holder:

- An Occurrence (or Occur) General Liability policy
Note: BSIS does not accept Claims Made liability policies. Coverage must be written on an Occurrence basis.
Failure to maintain the required insurance may result in disciplinary action against your PPO license. It is the responsibility of every PPO to ensure continuous coverage and promptly submit updated insurance certificates whenever policies change.
