Each individual applicant, partner, or corporate officer associated with the PPO application must:

• Be at least 18 years of age
• Have no offenses or violations of the Private Security Services Act that would constitute grounds for license suspension or revocation

Each individual applicant, partner, corporate officer, and Qualified Manager must:

• Undergo a criminal history background check through:
  • The California Department of Justice (DOJ), and
  • The Federal Bureau of Investigation (FBI)
• Complete fingerprinting via Live Scan
• Pay all applicable DOJ, FBI, and Live Scan processing fees
• Submit the PPO application before completing Live Scan fingerprinting (per FBI guidelines)

A background check is required even if fingerprints were previously submitted for another BSIS license or permit.

Every PPO applicant must designate a Qualified Manager responsible for day-to-day business operations.

The Qualified Manager must:

• Be at least 18 years of age
• Pass a criminal history background check (DOJ and FBI)
• Pass the Qualified Manager examination
• Submit:
  • Personal Identification Form
  • Qualifying Experience Form
  • One passport-quality photograph
• Have no disqualifying violations under the Private Security Services Act

An owner, partner, or corporate officer may serve as the Qualified Manager, or a separate individual may be designated.

To apply for a PPO license, the applicant must submit:

• A completed PPO license application
• The required application processing fee
• One recent passport-quality photograph for each applicant, partner, corporate officer, and Qualified Manager
• Required Qualified Manager documentation (if applicable)

Applications may be submitted:

• Online through BreEZe (recommended), or
• By mail to BSIS

All licensed PPOs must maintain commercial general liability insurance as a condition of licensure.

Minimum Insurance Coverage:

• $1,000,000 per occurrence for bodily injury, death, or property damage

PPOs must submit:

• A Certificate of Liability Insurance to BSIS that includes:
  • Company name
  • Policy number
  • Coverage start and expiration dates

BSIS recommends waiting until the business name is approved before obtaining insurance.

• A PPO may not carry a firearm on duty without a valid BSIS Exposed Firearms Permit
• The firearms permit:
  • Does not authorize concealed carry
  • Is valid for two (2) years
  • Requires four range requalification’s during the permit period (two per year)

Firearms authorization is separate from PPO licensure.

BSIS explicitly states that:

“Protection of the public shall be the highest priority” in all licensing, regulatory, and disciplinary actions.

This principle governs PPO licensing and ongoing compliance obligations.
